Roxboro City Council this week authorized two businesses
to participate in the citys revolving loan fund program.
The action came Tuesday night during councils regular
monthly meeting.
Before council voted on either application, Finance Director
Jimmy Overton noted that there is currently over $90,000 cash
in the citys revolving loan fund. The two applications
presented Tuesday night totaled $35,000 and both were set
up on five-year payment plans with an interest rate of four
percent each.
One of the applications was approved contingent on the Roxboro
Board of Adjustments approval of a conditional use permit
for operation of a nightclub on Abbitt Street.
During a meeting last month, council helped clear the way
for Vance Mangum Jr. and Lawrie Ira to open Goodfellas
Night Club at 35 Abbitt St., adjacent to Vesuvios II
restaurant, by adding nightclubs as a conditional use in Uptown
Roxboro.
Planning Director Julie Kelly noted at the time that allowing
nightclubs subject to conditional use permits will allow the
Board of Adjustment to look at each potential club on
a case by case basis.
Mangum applied for a $10,000 loan from the citys revolving
loan program to remodel the facility that will house Goodfellas.
Among renovations planned are painting, repairing a tin ceiling,
repairing walls and upgrading the electrical system to accommodate
a sound and lighting system.
Ira told council last month that Goodfellas would be
open on either Thursday through Saturday nights or Friday
and Saturday nights, likely from 9 p.m. until 2 a.m.
She added that Vesuvios II is currently open until
10 p.m., but has agreed to provide a late night menu when
the nightclub is open.
The second application approved by council Tuesday night
was for $25,000 for improvements at Deluxe Cleaners at 624
S. Main St. Maurice Little owns the business.
Among the improvements Little plans to make with the $25,000,
according to his application, are a new roof and awning, repairing
sidewalls, paving the apron and driveway at the business,
along with other renovations.
Overton said Mangums monthly payment for his loan would
likely be in the neighborhood of $185. Littles payments
for five years will be just over $460 monthly. The city funnels
revolving loan payments back into the fund in order to make
other loans available.
